Mr Tan Cheng Siong is a Barrister-at-Law from Lincoln’s Inn in London and an Advocate and Solicitor of the High Court of Malaya. He also read Islamic Law at the International Islamic University. He sits in several working committees under the Ministry of Housing and Local Government on the revival of abandoned housing projects and amendments to housing development and strata management laws. He authored the book “Buying Property From Developers: What You Need To Know And Do” published by Sweet & Maxwell. He has advised foreign and local clients on property and strata management matters. He has contributed articles to property magazines and newspapers on these matters.
Ms Viola DeCruz is a practising lawyer with 21 years’ experience. She is a Barrister-at- Law from the Inner Temple in London and is the founder and a partner of the firm V.L.DECRUZ & CO in Kuala Lumpur. Sr. Wong Kok Soo has 35 years of experience in the property industry. He is the Group Managing Director of Burgess Rawson which acts as consultant and property manager to developers, management corporations, joint management bodies and mixed development areas and complexes. Sr Wong is a fellow of the Royal Institution of Surveyors Malaysia (RISM), member of the Association of Valuers, Property Managers & Estate Agents in Private Sector (PEPS), member of the Malaysian Institute of Professional Property Managers (MIPPM). Sr Chuang Kuang Han, a licensed land surveyor, is the principal of Jurukur Pinang, based in Penang. After obtaining his Bachelor degree in Surveying Engineering from University of New Brunswick, Canada , he worked as survey engineer in USA for 4 years. In Malaysia, he has 23-year working experience in land surveying consultancy involving housing development and engineering projects. His areas of interest and expertize are consultancy in land, strata titles and One Stop Centre Delivery system. He has given presentations relating to land, strata and One Stop Centre delivery system to companies, professional institutions in Penang and Kuala Lumpur and government departments both local and federal level.
In Penang, he is the immediate past Chairman of Royal Institution of Surveyor, Malaysia, Northern Branch (RISMNB), session 2010/2011, past national Council member of RISM and committee in charge of land, strata and One Stop Centre matter. He is a member of Local Councils MPPP & MPSP SPEAD Committee and Penang PEMUDAH. At national ministry level, he is involved in the drafting of the proposed Strata Management Act 2012 (to replace Building and Common Property (Maintenance and Management) Act 2007 (Act 663) under Ministry of Housing and Local Government (MOHLG) as well as the proposed amendment Strata Title Act 2012 under the Ministry of Natural Resources and Environment

Cr Chang Kim Loong, AMN, is the founder and Honorary Secretary-General of National House Buyers’ Association (HBA). He is dedicated advocate on ‘self-help’ and has dedicated his personal time, energy and professional skills to numerous activities relating to HBA’s initiatives, efforts and legal issues relating to house-buyers. Over the years, HBA, through his leadership, become an authority on house-buyers’ issues and HBA’s views are often sought after in the housing industry. He is currently Member of the Special Task Force for Revival of Abandoned Housing Projects chaired by the Chief Secretary of the Government and Member of PEMUDAH’s Sub-Committee on Real Property that came with the idea of ‘2 days’ rule’ for adjudication and registration of property transaction at the land offices throughout the country.
He also sits on the working committee on the coming amendments to the housing development and strata laws at the Ministry of Housing & Local Government and Ministry of the Environment & Natural Resources. He currently serves as the Selangor State Government’s Town Councillor for Majlis Perbandaran Subang Jaya (MPSJ) on an NGO / professional quota since 2008 and sits on numerous industry committees.
Mr Mohammad Ridzwan bin Abidin is the Pengarah of Bahagian Penyelarasan Pesuruhjaya Bangunan (COB) at the Kementerian Perumahan Dan Kerajaan Tempatan. He holds a Masters of Land Resource Management from Universiti Putra Malaysia. He has served as Assistant District Offier, Head of Land Progammed (Land and Survey Training Institute prior to his appointment as the Director of Commissioner of Buildings (COB).
He has steered the new COB Division with the introduction of new Building and Common Property Act (2007) Act663. He also works with the NGOs and professionals in drafting of The Strata Management Act (2012).
